Summary

The Construction Manager is responsible for overseeing the construction and rehabilitation of affordable housing developments/projects. This role ensures that construction projects are completed on time, within budget, and to the highest quality and sustainability standards. The Construction Manager works closely with internal development staff, general contractors, sub-contractors, architects, engineers, city/ county/ state agencies, and community stakeholders throughout all stages of project execution. 

Duties and Responsibilities
  • Oversee all on-site construction activities, from site mobilization through project close-out.
  • Participate in contractor selection, bidding, and negotiation processes.
  • Coordinate with architects, engineers, and consultants during pre-construction to review drawings, specifications, and constructability.
  • Develop and manage construction schedules and budgets in collaboration with the development team.
  • Monitor project milestones, conduct regular site inspections, and ensure compliance with building codes, safety regulations, and quality standards.
  • Review and approve/disapprove contractor invoices, change orders, and project documentation.
  • Serve as the primary point of contact for construction-related issues, resolving conflicts and addressing delays or discrepancies as they arise.
  • Ensure all work complies with applicable funding requirements, including those from banks, investors, HUD, USDA, LIHTC, TDHCA and local agencies.
  • Support green building certification processes (LEED, Enterprise Green Communities, etc.) when applicable.
  • Document progress and provide regular updates to senior leadership and external stakeholders.
  • Carry out additional duties as assigned

Required Qualifications, Skills and Experience
  • Bachelor's degree in Construction Management, Architecture, Engineering, or a related field (or equivalent experience).
  • Minimum 5 years of direct experience managing multi-family and/or single-family construction projects, preferably affordable housing or non-profit development.
  • Deep knowledge of construction processes, permitting, inspections, and building systems.
  • Ability to read and interpret architectural and engineering plans and specifications.
  • Strong leadership, communication, and problem-solving skills.
  • Proficiency with project management tools, Microsoft Office, and scheduling software (e.g., MS Project, Procore, or similar).
  • Valid driver’s license and ability to travel to project sites regularly. Use of a company vehicle.
  • Bilingual capabilities are required (Spanish/English)

Preferred Qualifications
  • Experience with HUD, LIHTC, or publicly funded housing development.
  • OSHA 30 certification or other safety training.
  • LEED AP, Certified Construction Manager (CCM), or equivalent credential a plus.
  • Familiarity with affordable housing funding sources and regulatory requirements.


Supervisory Responsibilities
  • This position does supervise the Field Staff and oversees contractor roles.

Compensation and Benefits
  • Salary – $50,000 - $55,000 Based on Experience
  • Bonus – Based on production goals met
  • 100% of premium for health, vision and dental benefits paid by cdcb.
